​Payment Assistance Programs

Due to COVID, there have been temporary changes made to programs making more assistance available to customers. Changes to program qualifications, including income guidelines, are allowing customers who were previously not eligible, able to qualify.  

Having trouble paying your energy bills? Atlantic City Electric wants to help. At Atlantic City Electric, we’re committed to helping customers who may be facing financial hardship. Together with our community partners, we’re connecting New Jersey residents with millions of dollars in grants — that you don’t have to pay back — to manage energy costs.

We also offer flexible payment options like budget billing and payment plans.

With a flexible payment arrangement, you can spread out your past-due payments over the next 12 to 24 months, until your balance is paid. And, there's no down payment required. To see if you are eligible, visit

Emergency Rental Assistance Program

Who is eligible

New Jersey households who meet the following criteria may be eligible:

  • Qualify for unemployment or have faced a significant reduction in household income, incurred significant costs, or experienced a financial hardship due to COVID-19;
  • Demonstrate a risk of homelessness or housing instability; and
  • Have a household income at or below 80% of area median income (AMI) based upon household size. Please see maximum income limits by clicking here.

Program overview

The Emergency Rental Assistance Program provides temporary rental and utility assistance to low and moderate-income households that have had a substantial reduction in income due to the COVID-19 pandemic.

The program offers rental and utility assistance to help New Jersey residents avoid eviction or loss of service.

Low Income Home Energy Assistance Program (LIHEAP)

Program overview
This program helps provide finances for heating and cooling costs, and arranges emergency heating system services and emergency fuel assistance.

Universal Service Fund (USF)

Who is eligible
Limited and moderate-income residents

Program overview
The Universal Service Fund (USF) helps ensure energy bills are more affordable for eligible customers. Customers can use the USF application to apply for LIHEAP benefits at the same time.  Eligible customers may qualify for the Fresh Start energy debt forgiveness program that allows eligible New Jersey households participating in USF to earn forgiveness for pre-existing arrearages by making full, on-time payments on their current monthly charges.  Prior Fresh Start participants are now eligible to be re-enrolled.

LIHEAP and USF Self Screening Tool 

Department of Community Affairs provides a self-screening tool to see what energy assistance benefits you may qualify for. Screening is anonymous and only takes about 1-2 minutes to complete, and you will need to provide income information. To get started click on the link

American Rescue Plan (ARP)

Who is eligible
Limited-income residents

Program Overview

The American Rescue Plan offers financial assistance to help customers with overdue gas and electric balances. Even if you already receive assistance, you may be eligible for relief through the Low Income Home Energy Assistance Program (LIHEAP) and the New Jersey Universal Service Fund (USF) Program.

Payment Assistance for Gas and Electric (PAGE)

Who is eligible
Limited to moderate-income residents that meet the following criteria:

  • Should apply for LIHEAP or USF benefits prior to applying for PAGE
  • Have receipt of a past due bill notice, disconnection notice, or are currently disconnected
  • Have a minimum electric or gas account balance of at least $100

Program overview
This program provides credit for natural gas and electric bills for residents who have receipt of a past due bill notice, receipt of a disconnection notice, or who are currently disconnected.

Who is eligible
Limited to moderate-income residents of 65 years or older or 18 years of age or older and receiving Social Security Title II Disability benefits.

Program overview
This program provides a $225 credit on electric and gas utility bills.

Program overview
This program provides financial assistance for residents who are in need of temporary financial assistance and can provide proof of a good-faith payment history.

Good Neighbor Energy Fund

Atlantic City Electric is committed to helping customers who are facing challenges with their electric bill.  We are proud to partner with New Jersey SHARES; a local 501(c)3 non-profit organization who provides energy assistance benefits to customers in New Jersey and is our trusted administering partner for the Good Neighbor Energy Fund.

The Good Neighbor Energy Fund is designed to help customers who are facing hardships.  You can help an Atlantic City Electric customer in need of assistance with their electric bill by contributing to the fund. Atlantic City Electric will match customer contributions up to $20,000.

If you would like to help an Atlantic City Electric customer in need, you can contribute to the program through the following options:

Atlantic City Electric Bill Pay:

Whether you receive your bill electronically or through the mail, you can pay exactly $1.00 over your Atlantic City Electric bill amount and that dollar will be contributed to the Good Neighbor Energy Fund. The amount you contribute must be exactly $1.00 over your billed amount; amounts over $1.00 will not be recognized as a contribution and will result in a credit to your account.
