Who is eligibleLimited and moderate-income residents
Program overviewThe Universal Service Fund (USF) helps ensure energy bills are more affordable for eligible customers. Customers can use the USF application to apply for LIHEAP benefits at the same time. USF enrollee with overdue balances of $60 or more will be automatically enrolled by their utility company into the Fresh Start program. Fresh Start provides forgiveness on the overdue balance amount that existed at the time of USF enrollment. Eligible customers may qualify for the Fresh Start energy debt forgiveness program that allows eligible New Jersey households participating in USF to earn forgiveness for pre-existing arrearages by making full, on-time payments on their current monthly charges. Prior Fresh Start participants are now eligible to be re-enrolled.

Department of Community Affairs provides a self-screening tool to see what energy assistance benefits you may qualify for. Good Neighbor Energy Fund
Atlantic City Electric is committed to helping customers who are facing challenges with their electric bill. We are proud to partner with New Jersey SHARES; a local 501(c)3 non-profit organization who provides energy assistance benefits to customers in New Jersey and is our trusted administering partner for the Good Neighbor Energy Fund.
The Good Neighbor Energy Fund is designed to help customers who are facing hardships. You can help an Atlantic City Electric customer in need of assistance with their electric bill by contributing to the fund. Atlantic City Electric will match customer contributions up to $20,000.

If you would like to help an Atlantic City Electric customer in need, you can contribute to the program through the following options:
Atlantic City Electric Bill Pay:
Whether you receive your bill electronically or through the mail, you can pay exactly $1.00 over your Atlantic City Electric bill amount and that dollar will be contributed to the Good Neighbor Energy Fund. The amount you contribute must be exactly $1.00 over your billed amount; amounts over $1.00 will not be recognized as a contribution and will result in a credit to your account.
Direct Donation to New Jersey SHARES:
You can make a donation directly to the fund in any amount you choose and as often as you'd like by visiting the New Jersey SHARES website directly at: https://njsharesgreen.org/donate/
